In a speech following his election, Mr Rankin said: "It's an honour to be standing here this morning as the newly-elected Member of Parliament for all the beautiful towns and villages of the new Windsor constituency.
"I'm humbled to have people's support and I'd like to thank each and every one of you who trusted me with your vote."
Mr Tisi tweeted: "I’m sorry to say that it wasn’t to be in Windsor.
"Of course I’m bitterly disappointed with the result but grateful to my amazing team and everyone who voted Lib Dem."
In a video posted on X, Mr Rankin said he was 'deeply humbled' to be elected.
He added: "I’ve made some quite solemn commitments to be a local, vocal, accessible constituency member of Parliament first and foremost. You were very clear to me that what felt was missed over the past years and that’s what I wanted to correct.
"You’ll start to see me opening an office in central Windsor, you’ll start to see me in surgeries in each and every one of the towns and villages in the constituency and I think that might very well start at Rock the Rec tomorrow."
