A new chief operating officer is due to be appointed by the Royal Borough of Windsor and Maidenhead.
Mike McGaughrin will head a 'new multi-service directorate' from Monday.
It aims to bring together staff who deal directly with residents from a number of services including streetcare, highways, public protection, revenues and benefits as well as the customer contact centre under 'one umbrella'.
He said: "This is an exciting and innovative business improvement programme and I know I will be working with enthusiastic professionals who are committed to ensuring quality services for local people."
The new service has been formed through the borough's business improvement programme and is projected to deliver a total saving of £3.6m by 2015.
