A ‘choice’ that won't be available to majority

Supporters of selective education often claim that it will improve choice, when it’s clear that it’s a choice that won’t be available to the majority of families.

It would be more accurate to talk about the ‘chance’ or ‘possibility’ of going to a grammar school, but I suspect that might not bring about the overwhelming public support those in favour are hoping for.
