The Fire Brigades Union (FBU) also announced the start of a further ballot for other forms of industrial action, which will close on Wednesday, December 4.
Matt Wrack, the FBU general secretary, said: "Our members enter burning buildings for a living, and will not be intimidated by the government's decision to worsen their proposals."
He said union members have said they 'are prepared for a long, hard campaign if necessary'.
