A Scottish baron and his son have been granted a licence to open an upmarket Champagne bar and shop in Ascot.

 

The council's licensing panel sub-committee gave Baron Terence Alvis of Lee, the 33rd Baron of Lee, and Tia Alvis of Lee the go-ahead on Thursday.

Councillors agreed at Maidenhead Town Hall their firm GWG Ascot Limited can open Rocksalt Roof Garden, in 55 High Street.

The bar on the top floor will play piano and jazz music, sell caviar, gourmet salads and pizza, and champagne and cocktails, but no pints of beer.

On the ground floor high value goods such as artwork, champagne, wine and cigars, premium coffee and tea will be sold.

Baron Alvis said: "We are not a nightclub and do not have facilities for dancing.

"We will be focusing on a mature clientèle and will not have under-age and young persons in unless with adults.

"We will be aiming at the top end of the market."

A clash of planning and licensing laws dominated the hearing as Royal Borough planners objected to proposed opening hours at the 200 people capacity venue.

Planning officers granted a change of use application at the former Wine Rack shop in October, but attached conditions on opening times and minimum percentage of retail space.

Officers said the prevention of public nuisance licensing objective would not be met as residents in nearby Course Road would not be protected from noise later at night.

The 68-year-old Baron said restricted hours would 'handicap' the business and not allow it a 'fair fight' with the competition in Ascot.

Licensing chiefs gave permission for it to open Monday to Sunday from 8am to 1.30am with alcohol sold from 8am to 1am.

They also attached a range of conditions related to noise, doormen, becoming a member of Pubwatch, installing CCTV and being part of the borough's community radio scheme.

No objections were made to the application by householders and police had none as long as conditions were placed on it.
