The Nicholsons Car Park is closed this morning.
The Royal Borough has tweeted to say it has been notified the car park is closed to motorists this morning but no reopening time has yet been given.
Lights are also out at the pedestrian crossing next to the Odeon cinema.
It is the second time this month the car park has been forced to close, after it was hit by a power failure on Tuesday, August 16.
It is not yet known if this closure is related to that incident, but a sign outside the car park says it is closed for public utilities works.
Workmen at the site said the closure was because of blown fuses.
A spokesman for SSE said engineers are working to fix a fault on the ‘lower voltage network on King Street’, and power would be restored as soon as possible.
The firm added no customers had been left without electricity as a result of the problem, but it had caused issues with traffic and forced the closure of the Nicholsons Car Park.
The car park has reopened today (Saturday), but the council has tweeted that the lifts were not yet working.

The crash, which took place at about 7am today (Thursday), involved three vehicles. One man sadly died as a result of the collision and his next of kin have been informed.
