INQUIRY: Why was killer Frankum out in community?

An independent inquiry will take place to find out why Benjamin Frankum was out in the community when he killed Danny Quelch.
Frankum was yesterday found guilty of killing the father-of-three in a frenzied knife attack in Cherry Garden Lane, Littlewick Green, where Mr Quelch, 33, was staying with two of his young children on August 23 last year.
Frankum, 26, from Littlehampton, Sussex, had been diagnosed as a paranoid schizophrenic in 2001 and had been in and out of hospitals since.
Sussex Partnership NHS Foundation Trust, which was responsible for the mental care of Frankum, said an initial review by an independent expert and a panel of independent advisers found 'no systemic failings' and that recommendations had already been fully implemented.
South East Coast Strategic Health Authority will now commission a fully independent inquiry, in accordance with rules set out by the Department of Health.
Yesterday Judge Zoe Smith ordered Frankum to be detained indeterminately under a hospital order.
